According to the head of the association, Sergei Chvankin, such an initiative was not proposed by chance, but as a consequence of the absence in Ukrainian legislation of strict punishment for gross violations of traffic rules. He also stressed that for most drivers who like to drink and then get behind the wheel of a vehicle, it is easier to pay a fine and calmly continue to violate in the future than to give up a bad habit.

According to the proposed amendments, Ukraine can completely abandon fines for driving in a drunk state, and immediately deprive the driver of his license. The reason for the toughening of the punishment was a large number of car accidents, including fatal accidents, caused by drivers "under the fly." UAH Moreover, in the event of a second violation, the driver may be deprived of his rights for a period of 1 to 2 years.

Sergey Chvankin, together with other members of the association, propose to take away the driver's license for 2 years after the first violation. This practice is widely used in a number of European countries, where drivers are not only deprived of their driver's license, but also imposed a significant financial fine, the failure to pay of which can lead to criminal liability.
